Ira was a temporary member of the Brain Trust in the Bahamas.

When Janitor called an emergency international meeting of the Brain Trust to plan his wedding in the Bahamas, Ira sat in as the fourth member because Ted forgot to give Doug his invitation. Ira acted like a "natural born leader" by demanding the other members drink on command. The only words he spoke was "Drink!" and later "Drink, Dammit!" (My Soul on Fire, Part 2)
He also helped kick Dr. Kelso out of the Bahamas when he walked nude into a church. (My Cuz)
